Is there a component or module that runs the mini ad spot on this site? I would like to have the exact same thing on my site and was wondering how best of joomla developed theirs. Any advice would be greatly appreciated!

They custom wrote it. Check the credits link at the bottom. NONE of it will ever be available for download.

It looks like the first favicon Ad system is now available from joomla mafia with a commercial license. I bet it will do well. BOJ should do the same. I'm sure it would generate a lot of revenue.

What you guys should do is create a spinoff company that would sell things like this. That way you can keep your business models separated. It's a great module that has a lot of potential. Good work!
