I have both installed and under FB, I have no buttons to enable posting?

No you don't need both. But you can run both without issue. IF your community is small I would skip CB as it is a bit overkill.

thanks. it is without a doubt the most perplexing aspect of Joomla. There isn't a clear answer asto when/why one would need CB+FB vs just CB vs just FB.

Try to see it as simple as it is:

No one ever told you Fireboard requires CB.
It installs cleanly and won't complain - and it works on its own.
As far as i know, FB has no dependencies except Joomla

But FB also supports CB (and much more other extensions).
This is a big step for extended interoperability in various different contexts (PMS, CB, ...).

Decide from the properties of the other products whether you need one of them. FB just integrates seamlessly - as long as they're listed
In any other case ... well ... there's simply no interoperability - but it should and will work too
