I was playing with rt_populus fireboard template and I also experienced this quick reply box always opened issue.

Software:
- Joomla 1.0.15
- Fireboard 1.0.4
- fireboard_theme_populus.rar from RocketTheme rt_populus version 1.0.0.

I compared both
componentscom_fireboardtemplatepopulusforum.css
componentscom_fireboardtemplatedefaultforum.css

I think we need to make sure the following:
div.switchcontent{} at line 107
div.switchcontent{display:none;} at line 120

This worked for me! I'm on Joomla 1.5.8 and have fb 1.0.4 and am also using a RT theme. If you are using a RocketTheme setup, make sure you check that css file. It works.
