I know some people have run into issues trying to add phpBB3 to their site in a wrapper but this is the first template I've run across that doesn't expand to 100%. It acts as if a module is still published right yet even if I unpublish them all, it still stops short of filling the right.

Any ideas?

Are the module positions collapsible? Siteground is known for NOT having collapsible module positions in their templates.

What does a bridge have to do with anything?
